Abstract
We present model-independent measurements of the branching fractions and based on 19.3 of data collected by the detector at the PEP-II Factory. Neutral -meson decays to the final state are selected with a partial reconstruction of the ; that is, only the and the soft photon from the decay are reconstructed. The branching fraction is extracted from these event yields, while is determined by combining this result with a previous measurement of the product with partial reconstruction of the .
