The Editors have retracted this Article. After publication, concerns were raised regarding similarities between this Article and previously published work. Specifically, Algorithm 1 in this Article appears highly similar to Algorithm 1 in a previously published paper^1^ with no common authors.
Nebojsa Bacanin agrees with this retraction. K. M. Baalamurugan disagrees with this retraction. Mohamed Abouhawwash did not explicitly state whether or not they agree with this retraction. The remaining Authors did not respond to correspondence from the Editors about this retraction.
