To Be or Not to Be (in the EU): Measurement of Discrepancies Presented in Cookie Paywalls (LONG)
Andreas Stenwreth, Simon T\"ang, Victor Morel

TL;DR
This study investigates how device type, browser, and geographic location influence the presence and behavior of cookie paywalls on websites, revealing geographic disparities and discovering a new 'double paywall' type affecting user data handling.
Contribution
It provides new insights into the impact of user device and location on cookie paywall behavior and introduces the concept of the 'double paywall' in web monetization practices.
Findings
Geographic location significantly affects cookie paywall presence.
All three factors influence paywall behavior and data processing, with no consistent patterns.
Approximately 11% of sites use a 'double paywall' combining cookie and additional paywalls.
