Abstract
Turnkey technology has emerged as a game-changing tool in cyber warfare, offering state and non-state actors unprecedented access to advanced cyber capabilities. The advantages of turnkey technology include rapid deployment and adaptability, lower costs and resource requirements, the democratization of cyber warfare capabilities, and enhanced offensive and defensive strategies. However, turnkey technology also introduces significant risks, such as the proliferation of cyber weapons, ethical considerations, potential collateral damage, escalation of conflicts, and legal ramifications. This paper provides a unique perspective on the implications of turnkey technology in cyber warfare, highlighting its advantages, risks, and challenges, as well as the potential strategies for mitigating these concerns.
