Degressive proportionality in the European Parliament
Katarzyna Cegielka

TL;DR
This paper examines the challenges of apportioning mandates in the European Parliament, focusing on degressive proportionality and proposing adaptable algorithms for determining its composition.
Contribution
It introduces new algorithmic solutions for apportionment that can adapt to changing definitions of degressive proportionality.
Findings
Proposed algorithms facilitate flexible apportionment.
Solutions address issues caused by static allocation methods.
Framework supports dynamic adjustments to mandate distribution.
Abstract
The division of mandates to the European Parliament posed difficulties since the beginning of its operation. Introduction of the degressive proportionality principle to legal acts intensified further discussion on this subject. The researchers propose different solutions in the form of algorithms or functions on which it is possible to determine the composition of the European Parliament. These solutions may, however, be outdated if the definition of the new is changed.
