E. A. Shiryaev, A. A. Shkalikov

TL;DR
This paper introduces the concept of completely regular differential operators, providing criteria for their classification and exploring conditions for Birkhof regularity based on Green function growth and basis properties.
Contribution
It defines completely regular differential operators and establishes new criteria for their classification and Birkhof regularity.
Findings
Criteria for classifying completely regular operators
Conditions for Birkhof regularity based on Green function growth
Basis property criteria for differential operators
Abstract
We define the concept of completely regular ordinary differential operators and give various criteria for operators to belong to this class. We give also criteria for Birkhof regularity of ordinary differential operators in terms of the growth of the Green function and basis property.
